The paper focus on the problematic issues regarding the financial autonomy of territorial authorities, twenty years after the entry into force of the reform of the Title V, Part II of the Constitution. It analyzes particularly the evolution of the model of municipal fiscal federalism e the problems related to the implementation of the equalization fund for local authorities, called “Municipal solidarity fund”, which has been object of a recent and important decision of the Italian Constitutional Court.
