The Chapter analyses some legal issues concerning the control of activities by private persons within the framework of the Chemical Weapons Convention (CWC). A cascade of problems arises from the practical need fot the CWC to provide for direct mechanisms extending State control to the activities of private individuals and natural persons carried on outside of the territory of the contracting States.
