La perdurante politicità degli enti di area vasta e le elezioni "di secondo livello" ne COnsgli di Provinc e Città Metropolitane

This contribution offers a reflection on the "second degree" elections in the new large area entities, metropolitan cities and provinces, to assess whether the loss of the direct relationship with the citizens' vote actually corresponds to the absence of the political character of these entities, whether they are actually configurable as political bodies or not, as was the intention of the legislator. Ultimately, the question arises as to what the respective "reference community" is and to what extent the governance designed by law 56/2014 (the so-called Delrio law) is able to represent it, in accordance with the constitutional principles and international order, primarily in relation to the European Charter of Local Self-Government (CEAL).
