Vincenzo Pacillo, born in Rome in 1970, is a Full Professor of Law and Religion (SSD IUS/11) at the University of Modena and Reggio Emilia, affiliated with the Department of Law. He has held this position since November 1, 2018, having previously served as an Associate Professor at the same University for over a decade. Education
After graduating in Law from the University of Milan in 1995, he furthered his studies between 1998 and 1999 at the Institute of Public Law of the University of Bern (Switzerland). In 2000, he obtained a Ph.D. in Ecclesiastical and Canon Law Disciplines from the University of Perugia. Following a research fellowship at the University of Milan (2000-2002), he worked as a University Researcher at the same institution from 2002 to 2005, and later as an adjunct professor of State-Church Relations at the Faculty of Political Science of the University of Padua (2005-2008). Research Experience
His research activity has developed along multiple thematic axes, including the analysis of the financing of religious denominations, religious freedom in supranational jurisprudence, interreligious dialogue in multicultural contexts, and the regulatory function of religions in secular contexts. As part of his research, he co-directed with Professors A. Ferrari and E. Dieni the National Research Council (CNR) project "Religious Symbols: Legal Issues in a Multicultural Society," within the Young Researchers program. From 2006 to 2014, he was a Visiting Professor at the Faculty of Theology of Lugano (Switzerland), where he taught Swiss Ecclesiastical Law, Canon Property Law, General Norms of Canon Law, and Theology and Political Ethics. He subsequently carried out teaching and research activities as a Visiting Professor and Fellow at prestigious international institutions: the University of Leicester (2014-2016), De Montfort University (2015, 2018), the University of Istanbul (2017), and Paris-Saclay University (2023). He also participated in the V International Summer School "Law on the Bosphorus" and delivered numerous lectures at the European Court of Human Rights, the Constitutional Court of the Republic of Turkey, the University of Alcalá de Henares, and other European academic institutions. Since 2026, his research has extended in a pioneering way to the intersection of technological innovation, digital platforms, and the protection of legal rights. In this field, he explores the analysis of European regulatory frameworks (such as the Digital Services Act), paying particular attention to the integration of civil guarantees and fundamental rights directly within the architecture and design of technological environments. Institutional and Scientific Appointments
In 2025, he was appointed Corresponding Member of the National Academy of Sciences, Letters and Arts of Modena. Since April 30, 2026, he has been appointed by the Presidency of the Council of Ministers as an expert within the Support Secretariat of the National Coordinator for Combating Antisemitism. This role involves him in the development of the National Strategy, with the aim of fostering the adoption of the IHRA working definition in the ethical and behavioral codes of public employees, as well as actively promoting the application of the "Charter of Good Practices for the Respect of Freedom of Religion or Belief in the Workplace". He has curated and organized numerous national and international scientific conferences, including the panel "Confessional Pluralism and Religious Authorities: The Role of the Secular State in the Management of Heterodoxy" (Reggio Emilia, 2025). He has frequently been a speaker at ICLARS international conferences, also organizing numerous panels in the editions held in Oxford, Cordoba, and at Notre Dame University, as well as for the European Academy of Religion. His academic contribution finds further and consolidated space in the EMUNA Italia LUISS program: on October 5, 2026, he will speak in Rome at a seminar on neutrality and secularism in Europe, continuing his role as a speaker for the same initiative in 2024 and 2025. He actively participates in the 2023 University FAR research project CREA (Conflict Resolution by Religious and Ethical Authority), exploring how religious authorities can contribute to conflict resolution in pluralistic societies. As part of these activities, he contributed to the drafting of the "Modena Charter," a programmatic document aimed at promoting religious freedom in the workplace, inspired by the principles of sustainable secularism and intercultural justice. His works have repeatedly received the highest ratings from the GEV during the VQR (Evaluation of Research Quality) process. He is a member of the editorial boards of the journals Il Diritto Ecclesiastico and Ephemerides Iuris Canonici, as well as the journal Calumet. He also serves on the board of the Ph.D. program in Reggio Childhood Studies and the Ph.D. program in Law at UNIMORE. He has held strategic institutional roles at the University of Modena and Reggio Emilia: Director of the Department of Law (2018-2019), Deputy Director (2008-2011), and Head of the Master's Degree Program in Law (2014-2017). Teaching Appointments
In his academic activity, he combines teachings that cross law, legal, and religious sciences in a comparative and intercultural key, holding courses such as Law and Religion, History and Systems of State-Church Relations, and Law and Religion. He was also a lecturer for the European Integration Law course at the SSML of Mantua and participated in the Gratianus European interuniversity program promoted by Paris-Saclay University. Public Engagement and Dissemination
Firmly convinced of the public role of the intellectual and the jurist, he is permanently engaged in public engagement activities (Third Mission). He regularly intervenes in the public debate and on media to foster the correct dissemination of the historical, ethical, and legal dynamics connected to the religious phenomenon. As evidence of this constant dialogue with civil society, he has continuously collaborated as a commentator, guest, and expert with major networks and broadcasts, distinguishing himself particularly for his contributions to the Radiotelevisione della Svizzera italiana (RSI) and Rai Radio 3.
