“Reform perspectives of the judiciary: impact on the efficiency of the judicial system” RIPRESA E RESILIENZA (PNRR)

Project
The project is divided into two complementary lines of research: 1) Organization of prosecutor's offices: transparency and effectiveness of "efficient" criminal prosecution; 2) Human resources management: valuing merit and ensuring independence. The first line focuses on the organization of prosecutor's offices, with the aim of contributing to the development and consolidation of a model capable of combining the multiple needs underlying the organizational profile. Indeed, in this context, the push for a more efficient judicial system must address values ​​of primary constitutional importance, such as the mandatory nature of criminal prosecution and the independence, especially internal, of the prosecuting magistrate. Furthermore, one cannot ignore the growing attention paid to users' perception of the service and the consequent need to enhance the principles of transparency and verifiability (including by members) of the organizational choices of prosecutor's offices. Given this complex convergence of interests, it seems appropriate to develop the investigation along three distinct, interconnected lines, which concern, respectively: a) the exercise of criminal prosecution; b) the role of the head of the prosecutor's office; c) communication and public reporting of organizational decisions. We will then focus on the issue of efficiency in judicial offices and the various solutions, including regulatory ones, aimed at implementing it.
