Given the unchanged constitutional framework, law 56/2014 (so-called Delrio law) has modified the pre-existing model of local government, with the aim of maintaining only two territorial levels of direct representation of the respective communities: the regions and the municipalities. This choice of system resulted in the legislator's option in favor of a new indirect or second degree electoral model for provincial bodies e
of the newly established metropolitan cities. On the basis of this new discipline, the bodies assemblies of provinces and metropolitan cities (from now on CM) are in fact elected on the basis of a mechanism that assigns the right to vote to those elected belonging to their respective municipalities, thus overcoming the previous model with direct election of the board and the president of the province. This choice has raised more than one perplexity, which we will analyze here in general terms and for the specific effects on gender representation
