Intermediari e reti per lo sviluppo della ricerca innovativa e per il trasferimento tecnologico

This paper investigates the types of intermediaries for technology transfer encouraged by PNRR initiatives to support supply chain research. The merits and limitations of the most widespread organizational prototypes are weighed starting from a legal taxonomy of «consortia», foundational models, and other ones generally attributable to contractual and corporate networks for innovation. The intellectual property law cases suitable for promoting the diffusion of cutting-edge knowledge are then identified, paying attention to the profiles connected to the inter-university management of industrial patents, and to compliance with the constraints for the protection of competition imposed by the discipline of technology transfer and research and development agreements. Overall, the prospects for organizational evolution of these bureaucratic networks are highlighted, assessing how the role currently played by innovative intermediaries can benefit from regulatory solutions functional to a more rewarding sharing of rights on public goods of knowledge.
