PROF. BRUNO FRANCHI
Bruno Franchi graduated in law at the University of Modena, with a thesis relating, in particular, to the responsibility profiles of Air Traffic Controllers.
He is an Associate Professor in Navigation Law at the Department of Law of the University of Modena and Reggio Emilia, where he teaches Air Law. He has organized numerous scientific initiatives aimed at increasing knowledge, in-depth analysis and the evolutionary study of Air Law in Italy.
From October 1999 (the year of its establishment) to January 2024, he was President/Extraordinary Commissioner of the Agenzia nazionale per la sicurezza del volo (ANSV), the Italian Civil Aviation Safety Investigation Authority.
He is full member of the International Society of Air Safety Investigators (ISASI) and member of the Associazione italiana di diritto della navigazione e dei trasporti (AIDINAT), the Italian Association of Navigation and Transport Law.
He is registered in the list of teachers of the Scuola superiore della magistratura (the Italian School for the Judiciary), for the subject “Air Law”.
Private pilot (aeroplane) with 1600 flight hours, he has also flown on multiple types of military aircraft, including high-performance fighter jet aircraft.
He has been consultant for the Italian Ministry of Transport as an expert in the Civil Aviation.
He was part of ministerial study commissions on Flight Safety and on the reform of the Italian Navigation Code (aeronautical section).
He is the author of numerous publications on Air Law, Civil Aviation and Flight Safety.
Speaker at numerous conferences on topics related to Air Law and Flight Safety.
From 2002 to 2003, he was the director of the “Master di 2° livello in diritto aeronautico e gestione dell’impresa aeronautica” organized by the University of Modena and Reggio Emilia.
From 2003 to 2023, he served as a lecturer in the “Flight Safety Courses” organized by the Istituto superiore per la sicurezza del volo (Higher Institute for Flight Safety) of the Italian Air Force.
In the 2005, he was awarded the “Diplôme Paul Tissandier” by the Fédération Aéronautique Internationale (FAI) «en reconnaissance des remarquables services rendus à l’aéronautique et aux sports aériens, dans le domaine de la sécurité des vols.».
